Oxford Preparatory Academy – Chino Valley, (Oxford Prep) is an independent, public and site based charter school that was initially unanimously approved in January 2010 by the Chino Valley Unified School District (CVUSD) to operate in Chino for a two-year term from July 1, 2010 to June 30, 2012. The Charter School petition was renewed in December 2011, again with a 5-0 unanimous vote by the CVUSD School Board, for a five-year term from July 1, 2012 to June 30, 2017.

The enrollment at Oxford Prep Chino Valley has grown to over 1200 students. The Chino Valley charter school is one of three Oxford Prep charter schools with a combined enrollment of over 2600 students. Oxford Prep submitted its Charter Renewal Petition on January 25, 2016.

On March 17, 2016, the Chino Valley Unified School District passed a resolution denying the Charter Renewal Petition. According to the resolution, the primary basis for the CVUSD’s denial were the following: Petitioners were demonstrably unlikely to successfully implement the program set forth in the petition, the petition failed to describe reasonably comprehensive description of 8 of 15 required elements, and the petition failed to provide legally required affirmations and assurances in compliance with state law.

Oxford Preparatory Academy has successfully implemented a stellar program for the past 6 years and comprehensively described how it will continue to do so for the next 5 years in its Charter Renewal Petition.

The CVUSD denial failed to consider the most critical section of the Education Code governing renewal of a charter – Education Code 47607(a) (3) regarding increases in academic achievement for all groups of pupils. The most recent data reported shows growth in every subgroup. When analyzing Oxford Prep Chino Valley’s student performance between 2014–15 and 2015–16, the number of students who exceeded the standards for English Language Arts/Literacy and Mathematics maintained or increased in every subgroup.

An additional fact of significance which must be considered, is that on July 1, 2016, the Oxford Prep Chino Valley (and South Orange County) campuses earned initial accreditation from the Western Association of Schools and Colleges (WASC) which means that they met the criteria for full accreditation based on their history of supporting a high-quality program sustainable into the foreseeable future.

Renewal Petition Submissions at the District, County, and State

Oxford Prep appealed to both the San Bernardino County Board of Education and the California State Board of Education, however both appellate bodies chose to take no action on the petition. Both the county and state instructed Oxford Prep Chino Valley to return to the local district with a revised petition.

On August 5, 2016, the San Bernardino County Superintendent of Schools (SBCSS) sent Oxford Preparatory Academy notice that SBCSS has authorized initiation of an audit of Oxford Prep Chino Valley pursuant to Education Code section 1241.5 (c). Oxford Prep administrators cooperated fully with all FCMAT requests and the findings were published on November 22, 2016.

The issue of renewal was heard by the Chino Valley Unified School District for the second time on November 28, 2016, when the CVUSD Board of Education once again supported the district staff recommendation and returned a 5-0 vote to deny the appeal.  On January 3, 2017, the San Bernardino County Board of Education voted unanimously not to receive the Oxford Prep Chino Valley appeal or establish a timeline for review. The school is now preparing for their renewal appeal to be heard by the California Advisory Commission after submitting the petition to the California Department of Education on January 31, 2017.

Making Changes for Continued Student Success

The Oxford Prep organization is dedicated to learning, reflection, and correction when necessary to continue to support the community, families, and most importantly the over 3,000 students who honor the schools and staff with their attendance each year. As part of this reflection and a number of external reviews, the Oxford Preparatory Academy Board and staff have engaged in a significant transition to strive for the same excellence in our operations that is provided every day in the classroom.

Oxford Prep has welcomed an entirely new Board, an entirely new organizational leadership team, and an entirely new business office team all to ensure that any perceived or real concerns surrounding Oxford Prep’s governance, fiscal control policies, and procedures match the high standards expected in the school’s instructional program. The new Oxford Prep Board of Directors and administrative team have developed and implemented a comprehensive set of immediate actions to address issues raised in internal reviews and by authorizing school districts. Numerous new policies and procedures have been adopted to ensure that the immediate actions taken provide the checks and balances necessary for good governance and stewardship of public dollars.

The new Oxford Prep Board and administration, along with staff and parent community, are fully committed to:

  • restoring integrity and trust throughout the Oxford organization;
  • operating in compliance with District policy and state law;
  • placing controls to ensure that irregularities never occur again;
  • cooperating with efforts to hold those involved in any misconduct responsible; and
  • demonstrating and exercising the fiduciary responsibilities of the Oxford Prep Board of Directors over the management and operation of the schools.

We urge you to join the 1200 students and their parents in urging a fair and impartial hearing of Oxford Prep Chino Valley’s revised charter renewal petition as it appeals to the California State Board of Education in early 2017 based on the the school’s performance record, new leadership, corrective actions, and commitment to continued academic student success.
